If the targeted effect can only be applied to certain objects, the otherwise legal targets are restricted based on the requirements of the parameters for the effect.[8.5]

Example: Frosting has the text “Deal 3 arcane damage to any target.” Only living objects (permanents in the arena with the life property) may be selected as targets for the deal (damage) effect.

Example: Rewind has the text “Negate target non-attack action card and return it to its owner’s hand.” Only layers may be selected as targets for the negate effect, so only a non-attack action card on the stack may be selected as a target for Rewind.
